Being they are opsite sex that is good as you will not have fighting becasue of the same sex thing.
However atthe ages they are they are trying to establish who will be the pack leader and who is going to be tha alpha dog.
Unfortunately the male is trying to be top dog and most times in a unaltered (not spayed or neutered) pair of dogs the female will actually be top dog. She controls when the breeding will go on and that can make her top dog.
They will eventually work it out but until then you may need to seperate them when you are not around.

You have asked a question and then answered it yourself so I don't know what sort of reply you are looking for.
It is unusual for two puppies (particularly opposite sexes) not to get on. Generally a male and female dog will be fine living together in the same house.
It is pointless asking why they don't get on - it doesn't matter why. Like people they have likes and dislikes - we don't get on with everyone.
Some people have said that it might be a dominance thing - I doubt it. But if it is, the dogs have usually got to sort it out themselves. Most dogs come to a compromise where one gives in to the other. Your two could be too young to do this and are just going to continue scrapping until one, or even both of them, gets seriously hurt.
It could be that when they mature they might get along better but if they have just taken a dislike to each other you might have to consider re-homing one of them,
In the meantime the answer is simple - don't leave them alone together.
I would also be very careful with these dogs when they are around children. They might have a go at each other and end up injuring a child who either gets in the way or tries to break them up.

you should never leave 2 staffs together unatended,staffs when playing are quite rough,jumping up on each other and biting,when one goes too far and they start real fighting which happens quite easily,somebody needs to be there to break them up,having a ***** and a dog is better than two dogs as when two dogs fight they may never make up again,a even better pair are two bitches.
if you keeps your dogs together you should have a separate pen which you could use to separate the dogs when nobody is arround.

It is called a territory problem. Both think your home is thier place and will try there best to run the other off.
I think this happens most with two males. Females have less of a problem with this. If one were male and the other female it may work better.
Did you have one for a while before you brought the other into the picture? That would do it.

ignore some of the comments. staffs are people dogs they love people i have a 5 year old he has changed a lot of peoples opinions on staffs cause they have a bad reputation its how you bring them up.

i have a 2 year old staff and she hates other dogs i could never trust her with another dog,all you could do is get a large cage and put 1 dog in there every time you are not with them.good luck.staffies are the best people dogs in the world

dominance. get a way to separate them before they hurt each other. Some dogs are just that way - it's not the breed. I had a BC long ago that for reasons I never understood HATED Airdales and Dobermans. He'd fight them if he had half a chance.

are they brother and sister? their ages are bad as their hormones haven't kicked in yet so they are fighting to be top dog. it is usually not advisable to get two young dogs at the same time. They will settle down, but you might want to keep them in separate rooms while you are out to stop them injuring each other.

If they are both the same sex then maybe it is a territorial thing. Males tend to fight and be very controlling of their environment, where on the other had Females just get bitchy. (no pun intended).
Or they just might not like each other :P
