If she's dripping blood, she's in heat. At 9 months old, that's certainly old enough for her first heat cycle.
This DOES NOT mean that she should be bred, or that it's "okay" for her to have puppies now. Just because she's biologically capable of it doesn't mean that she's physically mature enough.
You should absolutely keep her in the house. If she's still bleeding, it's possible that she's not ready to breed yet, and that the male hasn't bred her (therefore she isn't pregnant). If he's just mounting her (climbing on her back), that doesn't necessarily mean that he's bred her. If, however, you looked outside and they were tied (standing rear-end to rear-end for a length of time is the most obvious sign), then you're in trouble.
Keep a close eye on her, and have her spayed as soon as her heat cycle is over (about 3 weeks). It will save both of you a lot of trouble in the long run.

the blood means she's in heat (most likely) she probably will end up pregnant my dog had her litter at 11 months old! I didn't think it could happen cause she was either in the house, or in the yard and I still dont know how she got pregnant, but she had never been in heat previous to that either, so it was a bit of a shock. you really wont know for sure for about 4-6 weeks if she is, and dogs are only pregnant for about 8-10 weeks.

She is in heat. Usually the only time a female will allow a male to mount her is when she is ready. You'll find out in 2 moths.

There is a mismate shot - similar to a mornig after pill. See your vet SOON. There is a limited period (like a day or 2) during which this will work.

It is very possible. A b-itch matures at that age so that is why you never noticed that she was in heat before.
