it is out of a 91 passat, and it seems to have cis-e multiport injection. I would like to put side draft carbs on it.

Your ignition timing and cooling system is dependent on your fuel injection in order to run correctly. This is America and anything is possible, but you would end up spending more money on this conversion than the car is worth. In other words, adding a carburetor to a fuel injection vehicle is not a simple 8 bolt and linkage swap.

This is a rather vague question, but I will try. Since you are asking about an intake manifold, I have to assume that you now have multi-point fuel injection. If that is the case, it depends on the year and model if there is a manifold to fit your car. There should be tons of sites for the VW and any aftermarket parts. I would almost guess that getting your computer reprogrammed for more power would be a lot cheaper than a new manifold, carbs, linkage, etc. Good luck
