It would all depend on frequently this occurs; is it a one time thing or is it all the time? If he doesn't have time for her, then she does not feel like she is a priority. If you really enjoy being with someone, it not only doesn't feel like and effort, but a joy to make time to spend time with them.
Either she really isn't that important to him or too much of her world revolves around him and she needs to find other interests or if not, another boyfriend.
Why is it different if she herself is too busy...it isn't. If you are really busy with something and your signifigant other is not, it is hard for the one that is busy to understand why the one that is not is being so demanding when it should be clear that they are overwhelmed. For the person that is not busy, with their life going at a much slower pace and maybe not as many other interests to occupy their time, the person that is busy not spending time with them seems like a big deal to them.
The solution to any relationship is communication and balance. Busy person should try to make time and not busy person needs to find more interests to occupy their time.

It sounds like you're putting work before the relationship, so she's justifiably pissed off. It sounds like you're working too much if you can't find time in your week to get together. It doesn't sound like the relationship's working dude.

Its a problem because u shouldn't be seeing her if u have no time. if your dating her you should make time no mater what. i bet you have time to go out with your friends.
It's different because were female and we need to set boundaries. We can get away with more stuff then guys can that's jest the why it is.
