The third-- it's sort of a subversion of the idea that victory is the ultimate goal of any endeavor. It's more interesting to think in relative terms, like considering what one can learn from having been defeated as opposed to coming to know what victory is about. The third quote suggests more, that defeats can be versions of victories.

The Colin Powell quote is the least ambiguous and speaks to those looking for a "secret" that's in plain view. I find it the best.

I'd go with Colin Powell:

This is so true. I couldnt agree more with this!

The Chinese proverb is trite. Powell's quote assumes that luck plays no part in sucess, which is not true.

Montaigne is right on. We often find that losing is better than winning, but it is a tough lesson for successful people (see Trump's dumb question a few days ago).

I like this one the best of the 3, all are great. but this one give me hope that even when I don't get the results I'm seeking, there is a great lesson and a victory anyway. It is comforting.
