This sounds like a trick question. How can you be sincere if you do not mean it? Being sincere means you say what you mean. Always be sincere. Don't says things that you think people want to hear. That is being insincere.

if you mean being sincere as in fake - no that is NOT being sincere!! Being sincere doesn't always mean being nice - it means being genuine and honest. and yes you should always be genuine and honest even if it might be a negative thing. if you feel that way you should feel no shame in expressing it, but you should feel shame in being fake and lying to someone - even if some feeling might be hurt over it. honesty is the best policy!
