if it's another bank they wouldn't know unless they checked your rating
most of the time they don't do that to open new accounts

I shouldn't be too big a problem but a lot of banks (like the one I work at) are starting to check your credit even to just open a savings account.
Also, you just said you "owe another bank" but you don't say whether it is on time, past due, or charged off. If you a current on your payments then there shouldn't be a problem. However, if you are past due or charged off, the other bank can get a judgment against you and levy/garnish the savings acct (at least here in Georgia) so you may not be able to dodge them much longer.

Yes, you can. Keep in mind that the interest charges you incur at the other bank will outweigh any return on a savings account and eventually will the charges will be handed to a collection agency who will likely get the money from you anyway. It's in your best interest to paid off the debt.

Maybe. Some banks will not open an account with you if your credit is really messed up.
If you just have other debts that are being paid on time, you should not have any trouble at all.

Yes, They usually don't run a credit report when youtry to open a savings account or just try a credit union.
