ive got the same problem i just let her get on with it as she does sit on her eggs.

Birds are really fussy about nest sites and just won't use one that doesn't feel right. If your bird was hand reared she won't have a clue that the eggs are supposed to be in a nest box, she may just be re-creating the scenario that she learned as a chick. If she was raised in a margarine tub she'll believe that the open air is the place for an egg, not an enclosed space.
Try making a couple of different nest shapes and sizes, but you might end up having to put her and her egg in an open box with an insulated floor just where she is now and let her get on with it.

it is best to leave her be. some birds don't like enclosed spaces. she could be afraid to go in the nest box. and some breeds of cockateils prefer flat areas for nesting sites. if she starts leaving her eggs to much she will be best in the nesting box. try putting the box closer to where she is right now, andmake it comfy, with her favorite treats inside. if that doesn't work, ask your local vet imeditly.

it might help that instead of haveing an dark enclosed nesting box,(birds dont like dark places) you take off the top section and replace it with a some what see through plastice lid that allows light but wont show too much detail of what is outside the box... and remember that the eggs wont hatch every time they are laid and you can go through batches and batches of them until one actually hatches

Are the eggs fertile? This may be silly to ask, but does your female cockatiel have a male cockatiel with her? If not, the eggs will never hatch unless they are fertile. I knew of someone who had a single female cockatiel that was laying eggs and couldn't understand why the eggs weren't hatching.

shorten the electric cable to the incubator so it can only reach to the nest box, then it will have no choice,
