18 blocks / 9 min = 3 blocks / x min
cross multiplying yields 3/2 for x, so we have:
3 blocks / (3/2 minute)
Since 3 blocks = 1 mile, and we want miles per hour:
(1 mile / (3/2 minute)) * (60 minutes / 1 hour) = 40 mph
