Every foetus starts off as a female. It is only later on in the development of the foetus that some will turn into a male. A penis is just an inside out vagina, and ovaries are just testicles that have not dropped. It is a gene on the X chromosome that causes these things to happen, and that is why we have so many things (physically) in common with females.

Nipples on a male are about as useful as an appendix. That is, not at all. Some guys do report that they can be slightly erogenous during foreplay, but I've not experienced that myself.
