I usually lie down to bed at about 12:30 AM, and I wont fall asleep untill 3-4 AM!

I am looking for a solution that DOES NOT involve sleep medications.

First of all what is going through your mind when you lie down? Is your mind racing thinking and rethinking the day? You need to clear your mind try not to think about anything but falling asleep. Try meditation. What I started doing was buying those Lifescape Cd's you see on the rack at target. They have some really cool nature sounds or classical or Jazz or whatever you are into. I find that as I lie down and turn out the lights I turn on the music and concentrate only on the music I don't even make it through the first song.

If none of this stuff works for you, try getting a sleep study done

During the day: exercise (like a 10 mile hike), housework, take care of all those things you keep putting off.

Bedtime: 19th century novels. Trotsky and Trollope for starters. Maybe Dickens.

I went through bouts of insomnia in my first couple of years of teaching. The exercise helped a bunch, but so getting a different job.

Relax your body and count backwards from 100
making sure you relax as you do it, works for me
Also get up early even if you don't feel like it and you will soon sleep better
