I started a pre-school type program at 2 years old and wound up being able to write in cursive and read by the time I hit Kindergarten.
My son will start Kindergarten at 3 years old. In Germany, Kindergarten is pre-school, they go from 3 to 6 years old and are separated by age group.
Just for fun: When they are 8 they begin learning English, then a couple years later, French. They should start a program like that in the States.

In the 70's preschools was not popular - I started kindergarten when I was five, and preschool was almost unheard of!
I am now a preschool handicap teacher for a public school in New Jersey, and I see the trend is starting children as early as 3 years old so they can become familiar with a classroom setting. Preschool attendance also offers young children the opportunity to grow socially and cognitively, so they will be better prepared for kindergarten.
Most public school have to offer preschool classes to their communities starting at 3 years old.
