If you are referring to the provinces that have the most ice/snow, then I would say Heilongjiang province, specially at the boarder of Russia. Tibet probably has snow capped mountain all year long, but come to winter, probably Heilongjiang has more snow.

If you mean which province has the greatest amount of accumulated snow and ice, that is probably Tibet.
