I would use the first, but with commas like so.

I don't think that you can properly ask this question on one part.

try it in two parts.
When you have employees that are poor, and not from around here, do you offer them a place to stay? and, If so, where?

This is not an educated answer as I dont actually have any employees but i would say offer them to stay at your place, you said they were poor, its the cheapest option for them and you could show them around and get them used to the place. If you dont like that idea, send them to homeswest or your mother in laws!

Structure your sentences so that these words do not show up and they will always sound correct:

is are was were be been being you get by

An employee of mine needs a place to stay, he/she does not have a lot of financial resources. Where can they stay?

Neither are really right. It would be better to say:
"Where is the residence that you provide for your poor, foreign employees?
