Is it okay to kill if one is not a Christian? Is it okay to steal or lie if one is not a Christian?

Oh my God! You don't say? Jehovah's Witnesses are Christian, and if I were that little boy, I'd have been insulted by being "defended" by your ignorance.
Other than that, yes... I will say "Jesus Christ! Jesus, Mary and Joseph! My God!" all I want to until I'm blue in the face if I so desire.
That said, any time a kid gets mean or disruptive, some discipline is in order, though I would think suspension would be a bit much.
Depends on the circumstances, and why he said that - was he angry at the teacher?

Well, it isn't cursing in the classical sense of society viewing certain words as "bad" it is a purely religious influenced manner of "foulness" So really the teacher and the school system had no legal standing on which to take any form of action. Personally I would have fought bitterly to deride the suspension. For that matter though I also think other classic forms of cussing should not be grounds for action from a school system or any other authority system because the social view of cursing changes by word association. I was personally sent to the principals office in my school for saying the word *****, and had to spend an hour telling him over and over I was in fact describing a dog. Such conventionalizations are ridiculous. Cursing itself would not in fact even be an issue save that society attempts to repress the action.

In this instance, you must look at it this way...
The kid was suspended because he offended the teacher, regardless of how he offended her. In the teacher's belief, and the belief of many of the children in the classroom, the name of Jesus is a sacred thing, and not to be used lightly.
Whether it was in that kid's belief is irrelevant.
If I believe that the use of the "F" word is in no way offense, nor should it be to anyone around me, does it make it any less offensive to my grandmother? Had that kid stood up and said "F*** this!" at the end of the test, would he have not gotten in the same sort of trouble?
The question at hand is not religion: it is avoiding offending an inocent third party, and is largely a question of ettiquite.

But why would you want to say the Lord's name in vain if you aren't a Christian? Cause if you are a Christian, saying his name irreverently is a sin, but you'd also do it as a curse. As in, you say it even though you know it's bad cause it relieves you or whatever.
But if you aren't a Christian, why should you get anything from saying it? It'd be like saying, "Oh Shiva!" (Hindu god) or something. My thoughts are, people say it cause they know they aren't supposed to, be they professed Christians or not, and therefore Christians have the right to be offended, at least.

I thought the idea was that even if you weren't a Christian it might offend Christians around you to take the lord's name in vain. They take offense because they don't believe one should take their savior's name in vain.
If you're not Christian it really shouldn't concern you. Say whatever explicative comes easiest to you.

Christians believe this, but really it is disrespectful to the Lord in any religion. Think about it, it is not only considered a "bad word" but it is very offensive to those of any beliefs in the Lord.

Yes. That is a classic example of religion interfering with a government school system (assuming that you attended public school). However, it could also simply be a case where the teacher was trying to teach the student manners and tolerance toward others. I agree with you though; the teacher really had no right to do what she did.

There is only one God and saying any of His names in vain is wrong for anyone to do.
God did not create Christians only, God created all people.
God made the rules for all people.
Remember that God told that to the Jews...there weren't even Christians back then.
But God's rules are eternal and apply to everyone.
But don't worry, following rules do not get you into heaven...believing in Jesus Christ gets you into heaven.
Besides, Jehovah's Witnesses THINK they are Christians! hahaha...

Jehovah's witnesses are Christian. What ever made you think they aren'tA And athiests should ber allowed to say words like that, just like you are allowed to tell them they are going to hell.
