I'm 98 degrees normally, but if it's 70-75 outside am i still only 98 degrees? or 98 + 70-75?

you are still 98 degrees. your body has regulatory mechanisms that keep you at 98. otherwise if it gets too hot, your body wont be able to take the heat. that why you sweat (to cool yourself) when its too hot and shiver (to keep warm) when its freezing outside.
