From midnight (00:00 military) through 59 minutes after noon (12:59 military) the reading is the same, if you can stand "zero hours" for the hour between midnight and 1am.
Starting with 1pm (which is 13:00 military) then you can convert from military to civilian time by TAKING AWAY 12 HOURS and adding "pm" so that 13:00 military = (13-12) pm OR 1PM. The minutes stay the same.

It's 10:38 PM, however military time does not take into account timezones so it would refer to the local time.
Outside of the US, the 24 hour representation of time is common. For me, this was a big transition when I moved to Asia. I constantly look at 16:34 and have to do the math instead of right off realising it's 4:34 PM.

10:38 military time is based on 24 hour clock so to figure it out take the time you have and add 12 hours.
