There's this girl that I almost went out with secretly before but I didn't because my brother was really into her. Now my brother likes her sister but she still likes me. I want to be close to her, but she never really seems to show me any attention and shes always on the phone with other "guy" friends. Should I pursue?

yes, if she still has feelings for you then go a head. If shes talking to guy friends , then ask if one of them is her boyfriend, maybe she will open up. Also ,if one of them its not , then ask her (to make sure ) if she still likes you.
All girls have guy friends , that aren't there boyfriends. ^_^

nope.. I "almost" went out with Angalina Jollie, well I mean, I was there but she never showed. How f-ing rude, just because she never heard of me doesn't make my feelings for her any less real. that's it I'm through with her. Huh.. am I really typing this... omg I am.

In a word: no. You don't need a "flighty" girl like her. Find you a more emotionally solid, focused girl who has her head on straight.
This girl you speak of is playing guys.....and one day, it's gonna come back on her.
