Also would like to appreciate all the good work he has done, besides wishing him for success in his new dept. I seek your help to frame the right words to put to him.

email your message to him. For eg:
At the outset, I would like to congratulate you for the new assignment and wish you all the best. I am confident, under your leadership your department would be able to contribute to the success of the company.
I also take this opportunity to thank you for providing me with opportunities for my growth in the company. I assure you I will not let you down and would exceed your expectations of me.
Warm regards

take a pen and write on paper. no... use a card , better yet design your own thank u card, the effort means a lot. next start writing on the card using your own handwriting. do not use the computer. its so impersonal. then write in simple terms your feelings for him. do NOT over elaborate. just less than 20 words. then u can put the card into an envelope and glue it up. then write that person's name and address on the cover.

then send it by-hand, make a friend or colleague do it. do not mail it. u know where he is.

remember do not write too much. ;-)

I think sending him a hallmark card that says congratulations is the best thing to do.

Good luck!

Just say exactly what you told us.

Depending on your relationship, you could even send him a little hallmark card congratulating him.

just send an E-mail to him .list in all that you wanted to say to him and then add at the bottom that this was all you could say.
