Time limiting software (Prefer free)?

Kid spends to much time on the computer. Looking for free software that can do that. Tried a few i found on line but it affects all users. (Windows XP)
Any suggestions besides being a better parent?

parental control 2006 .. try that one .. or try Enuff

there is a software called Block the time and it turns of the compt wjenever u want u can set it to any time and it will shut downon them but u can sighn in and you can still play also it won't come on till u let them on
