the ramp needs to cover stairs that are connected to sidewalk by road. the stairs lead to the house.

The homeowner is responsible for building the wheelchair ramp on his property. Any sidewalk or curb easement is the responsibility of the city. But, if it is your house and you own the house, it is your responsibility.

Private property is the responsibility of the owner and is mandatory in all Commercial applications Internationaly. Public need not ask there will be or should be wheelchair access where required and is the responsibility of the city to ensure all areas that require wheelchair access rightfully have it.

The sidewalk is city property, but that's it. Any ramp that leads from your driveway or sidewalk to your door is the homeowner's responsibility.

Usually the town pays the biggest part but the store at the street could be asked by the town or city to pay a part also.
