Most of the rental places who rent to under 25 year old are independent companies. I just was in Hollywood for a party and remembered seeing a sign that says "we went to 18 and over".

As for insurance, car rental companies will offer it to you, in addition to the rental fees.

Here's some places that WILL rent to you

Some states simply don't allow those under 21 to rent vehicles, the insurance has nothing to do with it. The best thing to do is simply go to every car rental agencies website and look at their terms. CA may be one of those states where it's simply not possible/allowed. Another good thing to try would be contacting one of the larger car rental agencies and asking the manager there if they know of any rental company that rents to under age drivers. I know there is usually a fee for under 25 renters, but like I said it may be illegal in CA. Good luck.

If you don't have insurance, you're probably not going to be able to. It's exceptionally rare to find a place in CA that rents to people under 21 without a parent/guardian's release (even for people 18-21), but it's completely out-of-the-question if you don't have insurance.

You can't....Insurance as nothing to do with renting a car because you will need to purchase insurance there. Most companies say no to anyone under 25

Certain places will rent to you for an extra fee but it's about 10-20 extra dollars a day and you do have to have insurance. I think Enterprise may be one that rent to underage drivers but you'll probably need to call around.

Expedia.Com will rent you a car..but you have to pay an extra fee of 10 bucks a day for the underage driver. I rented one before I was 21 before.

Probably not.
Most rental agencies won't rent to anyone under 25.
Between 21 and 25, those that will rent to that age, charge twice as much or more for it, sometimes they increase the amount for every year under age 25 you are.
Sorry.

You'd have to have someone else rent and have you be eligible on their insurance.
