i will just be chillin on the couch and i will be watching tv or something, he would be laying on my lap then just out of no where he jumps off the couch and starts barking his head off at me, then i say quite skeeter, (skeeters his name) then he jumps at me and nipps

at first i thought he had to go pee or something but this is like 20 min after i just took him out,

then i thought he wanted to play or something but thats not how i play with him

It is true he wants something. A treat? Out? Play? Attention?
And he seems to be getting something from you (attention maybe) when he does. It works in his mind or he wouldn't repeat the behavior.

Dogs have exremely good hearing. He most likely hears something outside or in the walls (passing car, mouse, people) and has an urge to protect you, especially if he is sitting in your lap. The nip is a call to urgency. He wants you to pay attention! (but since we know nothing is there, simply say NO in a stern voice and return to your activity). If there is someone at the door, take him with you so he learns when there is a sound that you will aknowledge.

your dog whats something or he here'ssomething outside like do you have any pets besides your dog? i mean dog's have way better hearing then any other animal in the world,or he might here a dog barking or something and try to tell her/him something.ok so he nipps at you will every time my dog bark at nothing i tell her daisy(that's her name)shutup and if that does not work i would let her out everytime because they are talking to each other and he might just be in very importent bark with somedog and may be very mad at you everytime you tell her to shutup so just let her out and watch her every time you let him out see where he goes and if he goes and starts barking at a dog its ok it just meansthat he has a friend or a girlfriend or girl dog and the nipp is probably to tell you to let him out or he hears something or someone and wants you to let him out or someting like that.

That is pretty weird - my dachshund doesn't do that but my sisiter's barks his head off about everything...
the nipping at you is the strangest part - my dog only nips at me when she is in "attack" mode - like she is about to capture a lizard or bug or something and I am pushing her away from it.
