How can you love her if you've never even talked to her? That's sort of pathetic and you do not just fall in love with someone because they're hot. That is lust, not love. Very very different. Maybe you should try going up to her and starting a conversation before you decide to say you love her.

It matters on her personality. She may want to talk or not.
When you start talking to a girl, make sure you talk to her with respect. Most girls don't like it when a guy acts all peverted with them.
Be polite, also. Girls like it when guys are polite and gentlemanly (sp?). I'm a girl, trust me, I know this stuff.

Do you only want to talk to her because she's hot? Try getting to know her for who she is and not what she looks like. You'll get a lot farther that way.
