I like it when my boyfriend kisses me like that. Usually he kisses me in public on the forehead, alone it's different. It's like he's saying this is my girl without hanging all over me.

Usually, my boyfriend kisses me on the forehead when I need his comfort. Like when I'm sick, or scared, or even when I'm sleeping and it's his way of keeping my peaceful. It's sweet when he does it.

It is a sign of affection, he is saying he loves you ,it is very very sweet . The strange thing is , it is more like a kiss a mother would give to her young child , After feeling their forehead for a fever.( maybe it means he wants to love you and protect you) Be well .. Miss Molly

Kisising on the forehead is a sign of compassion. It is a tender way of saying I love You, while being sensative to what you want, need, desire. He is leaving things open for you to make the next move.
Usually it is a way of saying goodnight as well.

Is this something he does all the time? because it could mean he doesn't really like kissing or someone has bad breath or may be he doesn't know how to kiss.

I don't think it has one definitive meaning. However, I DO think it's safe to say that the gesture is an endearing one -- it's a sensitive, gentle display of affection, not loaded by sexual charge, but one of concern for you. And sometimes, those are the best displays.

Depends in the history you two have together. After all if you have not gone very far together it may be his version of showing affection. However, if you have gone far sexually in the relationship it could be a sign there is something bothering him.
