Coombs 1973 brought up a good point, the Army lost more due to the higher number on the ground.
The Army actually had over 280,000 to 450,000 at various points. The Navy and Air Force have really only been on teh ground for a year there. Therefore, percentage wise:

Coast Guard are not deployed in any significant number, but they lose many members every year because they are trying to save the life of a moron swimming to Hawaii with a case of beer on his belly. That is not an honorable way to go. I'd rather die by a hail of bullets than be pulled under by an idiot in a kayak off the Aleutians.

There's the coast guard and navy. Then you have the Airforce too. Only in the Marines and Army do you have grunts. That's the sole purpose of the rest of the military is to support the grunts. Really, the military is divided between the grunts, and the REMFs. With the grunts taking most of the casualties...PERIOD.

Army 1254
There are around 133,000 serving of which over 99,000 are Army. There are 4,000 Navy, leaving 30,000 between Air Force & Marines. So the Army having more deaths is because they have more soldiers in Iraq.
So it appears to be

To answer this question you must fully understand each branch's purpose.
Army: Provide long-term security and wage warefare away from coastal areas.
Marines: First-to-fight strike force that is sent in to break up first resistance to allow other branches to move in.
Navy: Provide water-to-land, water-to-water, water-to-air assitance in combat.
Airforce: Provides air-to-air, air-to-ground, air-to-water assitance in combat.
Coast Guard: Defend the coastal borders of the U.S.
So I'd say
Marines or Army for toughest.
Navy (Chance of explosions onboard ship, attacks on ships close to shore, etc)
Airforce (combat missions are much fewer and safer in today's world).
