Beer is an alcoholic beverage fermented from the sweet liquid known as "wort". Wort is made by using temp specific water in a process called mashing. The malted barley is mixed with the water and the heat of the water activates various enzymes that break down the complex starches in the grain into simple sugars that the yeast use as food and the byproduct of the yeast eating is alcohol. By German purity laws, beer can only contain water, barley, hops and yeast. So in Germany it can be only called beer if that are the only ingredients. However, in most every other country, adjuncts are added for either flavor or cost effectiveness. Rice or corn for example are added to Miller and Budweiser respectively because it's a cheaper grain and it thins out the flavor. Whereas in Belgium, the Disneyland of beers, many spices and fruits are added because the Beglians like to have fun with beer.

So yes, a stout is a beer. But it's a better to question to ask is it an ale or a lager. It's an ale because the yeast top-ferment in warmer temperatures vs. lagers that bottom ferment in much cooler temps.
