If you go by the commerical it is three licks and one bite.

but the following:

A group of engineering students from Purdue University recorded that their licking machine, modeled after a human tongue, took an average of 364 licks to get to the center of a Tootsie Pop. They tried the same licking test on 20 volunteers and found that the average licks to the center were 252 licks

I am happy to report that altho they take a lickin' they keep on tickin'! Oh, wait, that's a different commercial.

I have gotten very close but have never actually succeeded. Does it count if you get right there and have half of a crust left and just, BLAM, bite into it? If it does, then it is 362.
