The Federal Supplemental Educational Opportunity Grant or "SEOG" is a federal grant intended for high-need, first-time undergraduate students. SEOG, like Perkins Loans and Work-Study is considered "Campus Based Aid," which makes it a little different from "entitlement" types of aid like the well-known Pell Grant.
In essence, your school receives a limited "pool" of Campus Based Aid, which they then distribute to their students according to federal regs and, to some extent, their own disretion. For example, your school must first offer the SEOG funding to Pell-eligible students and, if funds remain, may then opt to offer the funds to the next "tier" of needy students.
Now, not all schools even have an allocation of Campus-Based Aid -- every school must apply for this funding annually (an in-depth process wherein the school must prove that they are in compliance with regulations and account for every dime spent in the program).
Frankly, most schools don't have enough SEOG funding to enable them to serve all their Pell students *and* the other needy students. Although the maximum SEO Grant is $4,000, students should not expect to receive this maximum eachh year (if ever).

It all depends on your school. If they participate in the FSEOG program, AND you meet their qualifications, then you'll get one. Contact your financial aid office. They are the only ones who can tell you for 100% certain.
