Because freon is highly toxic and if you spill it around, you will get it into the ground water and we will all be drinking freon. The fine is meant as a deterrent.

Because there a $25,000 fine for spilling oil in the ocean. Only difference; to the oil company it chicken feed. To a person like us, it a Years Salary +/-.
