You might not be able to get financial aid *while* the documents are pending, but if they are processed later (and you are still in school at that time), you should be able to obtain a late disbursement of any loans or grants that you are eligible for.

Why the delay? Well, in most cases, if you file the FAFSA and you are not yet a citizen, the Department of Homeland Security (or INS... or whatever they call themselves now...) will put a little "flag" on your application. Now, please know that this is *by no means* a big deal or a bad thing -- it just means that they will require your school to collect proof that you are eligible (citizenship-wise) to obtain federal students aid. And until your school has this proof (usually a copy of your green card or alien registration card, etc), they can't offer you any federal (and probably state) financial aid.
