this is a very interesting question. there are many differnent answers depending on what you mean by 'program'.
i am involved with two sorts of programming - windows applications and web applications.
in both types of programming we uses what is called a RAD-IDE or Rapid Application Development - Integrated Development Environment. I use the RAD-IDE called Microsoft Visual Studio 2005 and it is a very powerful tool to create all types of programs. you can buy a trial version from microsoft very cheaply - or you can download one of there 'express' IDE's for free. This is where you start. you then need to decide which type of programs you want to make and choose your language, for most things that i do C# and VB.net are perfect. You will probably also have to learn a few other languages such as SQL, JavaScript and HTML as you go along.
If you want to create a program you need to do a course in programming because the skill of programming is not necessarilty easy to learn just by yourself. although things are getting eaiser you will need some guidance to help you develop relevant skills and refine your logical thinking ability. I have done several qualifications in programming but i learn something new just about every day.
