Try Paint.NET. It's not as robust as The Gimp, but it's a reasonable substitute for Photoshop and it's a smaller download. Plus it's totally free.

I download graphics, clipart and pictures from the Web. Just look for the free sites in the search and there are plenty.

u cant download nethin offline u need internet connection to download softwares from internet..
