The Nazi government under Adolf Hitler, for obvious reasons, such as the systematic extermination of the Jews and other races.

There are so many contenders. The Roman government under Nero was bloody. The Crusades were well intentioned but because man is ultimately selfish and corrupt, they ended in a scramble for territory and monetary gain. Gingess Khan was a horrible tyrant. Stalin shed much blood in his drive to Socialize Russia. Hitler is well remembered for his attacks on all races except those who were blonde, blue-eyed, Aryan, Protestants. Unknown to many, who think they know about WWII, he was an equal opportunity hater. Jews, Chekoslovakians, Romanians, Poles, Catholics, and many others died in concentration camps. More than just Jews went to the gas chambers. This is said, not to minimize the suffering of the Jewish nation, who by far, suffered worst under his regime. It is merely to inform the uninformed. We can also think of the Ayatollah Komeini, Saddam Huessien, Osama Bin Laden, and others. How about all the wars in China and Japan?
The worst and most evil government of recent times, is the Communist State, in all it's forms and in all of it's locales. It robs the individual of anything more than subsistance. It takes from all to support a select few. It robs individuals of their rights in order to bring all things under the control and jurisdiction of the State.

I'd have to cast my vote for Hitler's Nazi Germany as the most evil of all time. There are any number of other contenders, but for pure evil I don't know of any.
Like most evil governments, the Nazis didn't think they were evil.

Rome under Caligulia, he perty much was the worst of all emperors, and remember about 1 in 3 residents were slaves, they slagghtered christians, slaves, anyone who commited a crime, lions tigers and bears oh my......just to entertain the masses. All the while living in unusual sexual relations, many wives, marrried to sisters and other family members, and many petophile relations with young boys.

The Bush Administration-akin to Nazi govt.
Rips off the middle class (which is no more) and waged a war to profit for oil.
Bush is really a dictatorship. He is trying to squelch freedom of the press, spy on US citizens, and wage a war to increase his profits for oil.

Stalin's totaliarian government was far worse than Hitler's he had way more concentration labor camps and killed many more millions of people

Fidel Castro, he is still in power and has survived more years than Hitler did so i think he's worse.
