Not that many. If 70 percent of people were color-blind, it would be normal.

While color blindness does effect more men than women, it is not really accurate to say that it means one can only see shades of grey. Color blindness is usually a bit more specific and typically effects the person's ability to see particular colors. Red/Green color blindness is the most common form (over 99%) of this inherited condition. Total color blindness (only shades of grey) and other forms of color blindness (i.e. blue/yellow) do exist but are very rare (or perhaps rarely diagnosed because we don't usually test to find these conditions).

This condition effects more men than women because it is a sex-linked genetic defect. The defective version of the gene in question is located on the X-chromosome. Males only have one copy of this chromosome (XY) while females have two (XX). Females are less likely to be color blind because humans only require one functioning version of this gene to see color normally. The odds of getting two defective copies of a specific gene are much lower than getting a single copy. A single defective copy produces no color blindness in females but does in males.

Some statistics (altho these will probably vary based upon where you look): 8-12 percent of males of European descent are color blind, about one half of a percent of women show color blindness. Obviously, this is much less than 7 out of every 10.

Problems with color-differentiation occurs in men more than in women. Color blind means the person sees only shades of grey.

It sounds wrong. I never ran into anyone who was color blind. That's more than lefties, and we all know lefties. And you can't successfully persistently hide color blindness.
