Well, I'm not sure to what you are referring to, but in terms of ATM convenience fees, it's a fee you pay for the convenience of using a competing bank's ATM. Instead of that competing bank denying it's ATM's use by a non-member's card, they allow you to use their ATM for a fee. That is to say, it would be more convenient for you to use their ATM instead of finding one owned by your bank. It would be as if a restaurant charged you a fee to use their restroom if you weren't a paying customer.
