Sometime there is, it is called 'Statute of Limitations'. Not sure about law as it applies to refugee's though.

Yes. It's called statute of limitations. This means that the prosecuting attorney has a certain amount of time from the date the crime was committed. For example, a prosecuting attorney has 7 years to file rape charges from the date that person committed the rape. However, there is no statute of limitations for murder, meaning a murder case will remain open until a person is arrested, charged and tried for the murder.

I'm not sure about your example, but most crimes have a statute of limitations, which means that their is a certain amount of time in which the person can be prosecuted. It is different for every crime, and I don't think their is one on murder.

every state has what is called "Statute of Limitations". and within those it describes how long the state has to prosecute someone. every crime is different. the only crime that has no statute is murder. so the police can come back and arrest someone for murder that happened over an extremely long time...

Many crimes have a statute of limitations SOL and if you arent prosicuted quickly enough then the gov is SOL. However some crimes, murder, treason, kidnapping etc have no SOL. Also if you were charged but ran away, then the SOL doesnt run and you may be SOL

I think you mean fugitive. There is a statute of limitations for all but the most heinous crimes, such as murder.

Yes, and no. Murder has not statute of limitations. Other crimes have what's referred to as a statute of limitations, it'll vary from crime to crime.
