Thats rude of him, I guess since e doesn't want to talk with u it's like u and he have broken up anyway.
So I guess the best thing to do is to do u boo and if u feel u should break it off with him then u should. Since he hangs up on you then stop wasting u minutes.

Maybe he has already dumped you. I would say if he will not talk to you and hangs up the phone, he is finished.
