try an MVNO in your area (like Cricket or something) - they may have cheapy deals. Or pay-per-use phones, no contract I believe.

Of course, it depends on where you reside, but Verizon Wireless offers great phones with a pretty decent prepaid plan.
Tracfone also has become a really good prepaid service, too.
Most of the others providers are tolerable, provided they provide service in your area.
