First, "fatter" is not what you really want when you say you want your legs to be bigger. If you want your legs to look bigger and better, the only way you can do that is to start working them with resistance training or in other words, working them with weights.
If you are new to exercise, the best thing to do is to join a gym or a health club where you can find the appropriate people that can help you make your legs and your overall body look better. A personal trainer can tell you what exercises you can do to build up and tone your legs from top to bottom and give you basic diet tips on how to improve through proper nutrition. A dietician (if available at your gym or club) can help you determine what kind of diet will benefit you the most.
Keep in mind, genetics also play a role in how a person is built, however, I do not know of anyone who would not benefit from weight training, good cardiovascular exercise and sound diet. Diet is important because you certainly do not want to "build" your legs with fat, because trust me, they will look alot worse.
Some leg exercises you can do include squats, lunges, leg extensions, knee bends, etc. Some you can do on your own at home with just a simple pair of dumbbells, but others you would need to get the right equipment or join a gym. I know this is basic information, but I hope it helped. Best of luck to you!

If you are like me you have a fast metabolism and people like that need to be active. Are you off your feet alot? I don't gain weight by eating but by exercise. Even just walking a mile a day or just standing uses your muscles and this is how your legs will get bigger. I know from experience.

sweetheart, exercise by walking, running (sprints) not long distance cause that will get your legs tone, but it will also keep them thin.. you don't want that.. so do splints. and even if you are up for the challenge, run sprints up hills too.. that will definitely help too... you can also lift weights, but nothing heavy, cause all that will do is cause you to get huge legs and you don't want that.. so just stick to light weight.. some exercises - lunges, squats, leg press, leg curls, and leg extensions.. just remember, if you do end up doing all of this and your legs get bigger, in the long run if you stop lifting and exercising there's a possibility that your legs could turn into fat and i don't no if you would like that... so don't go overboard if you follow through with it.. good luck
