could be fleas, thyroid disease or allergic reaction. I would take her to the vet to rule out anything serious medically

Cats can develop allergies to ingredients in regular cat food. Possible symptoms include licking the fur off the belly, biting their own arms and legs, kicking the sensitive skin around the ears and chin, and chin acne. If you suspect an allergy, you can get prescription food to try from your vet - not much more expensive than the store brands. Be patient with this, it takes a while for the cat's system to benefit from the new food.
If she's suffering terribly, they might offer to give her a steroid shot and she'll immediately stop itching for 6-8 weeks.
You might also try switching her dishes and food containers from plastic to glass - some cats are sensitive to plastic.
And since you mentioned vaccuming, I was told my cat might be allergic to dust mites. Not an easy thing to rid yourself of, but with a change in diet and the occasional steroid shot, you can return your cat to her pleasant personality.

Has she been spayed? I had a cat that was doing the same thing. It scared me to death. I took her to the vet and he said that she needed to be spayed. Her hormones were out of whack the way some women get.
Of course, I thought he was crazy and I've had many cats and never had one pull hair out like this before. I had her spayed and sure enough, she quit pulling out her hair. Weird, but true.

Can be an illness, can be feelings of being left out, left alone, seeking attention, stress, dry skin from the air of the house, etc.
Get the cat to the vet ASAP.
