15Moreover if thy brother shall trespass against thee, go and tell him his fault between thee and him alone: if he shall hear thee, thou hast gained thy brother.

16But if he will not hear thee, then take with thee one or two more, that in the mouth of two or three witnesses every word may be established.

17And if he shall neglect to hear them, tell it unto the church: but if he neglect to hear the church, let him be unto thee as an heathen man and a publican.

It often is used to claim that you can't talk about heresy being taught by TV ministers unless you go to them first privately. And of course you can never meet them privately, so you can never speak against their heresy.

I rather suspect that the command is misused in this way. When in reality it is something more along the lines of:

You think that you saw him at the store slip something into his pocket and walk out with it. Rather than denounce him publically as a shoplifter you should go to him in private about it. (For all you know he may have just been putting his grocery list away.) If it turns out he is guilty, but won't make the matter right, then you go back with one or two others and talk about the matter with him again. Only after those 2 attempts fail should you warn others about him.

Of course, this applies to how you deal with everyone, not just those in leadership.

the only places i found the word private in the bible were mat 15:18 and gal 2:2. neither one dealt with confrontation of a leader. but i would suppose that if the leader was sinning, then it would be a good idea to meet him in private and advise him. also give him a chance to come clean, otherwise, in any other situation a church family should gather together and support one another in whatever is happening.
