No, you are not permitted to have anything on that can transmit information, i.e. cell phone, 2 way pager, even a wireless mouse is not permitted.

Unlike what one of the answers says above, activating a cell phone or active transmitter in the air is not going to cause the plane to crash!!! I am a pilot with over 4,000 hours of jet time.

Active RF circuits have been known to cause interference with airplane avionics and communications systems but this is only a secondary reason why they are not allowed.

The main reason why they are not allowed is because when you talk on your cell phone, it specifically searches for the closest link to a ground cell phone antenna. When you are airborne there may be 10+ cell phone antennas that your phone can and will then communicate on. Each station is only capable of carrying a specific number of telephone calls at once. When you talk on several different stations at the same time you are badly degrading the number of telephone conversations that can take place at any specific time, including emergency phone calls. As such, in agreement with the FCC, the FAA has made making cell phone calls while airborne illegal.

I don't think you're supposed to have your cell phone on at all. I think it's the same thing as in a hospital or at a gas station. The use of the cell phone interrupts (confuses) the electrical machinery so they do not work as they are supposed to. In order for you to send text messages, the phone would need to be on so then that could interfere with the operation of the plane.

No you cannot, for the same reason you cannot use your cell phone on a plane (in the air). Cell phone towers do not reach to 30,000 ft and your cell phone will not get any reception and you need reception to talk or to send text.

You can actually talk on your cell phone at some times and they will tell you when you can do so and the same goes with text messaging.

As of right now all electronic devices are required to be in airplane mode once the boarding door is closed. The flight attendant will make an announcement to put your device in airplane mode at that time. If they are in airplane mode, you wont be able to text or talk to anyone. If you dont have airplane mode, you must turn your device off. As soon as the aircraft lands, you can take them off airplane mode.

No absolutely not. I'm a pilot with years of experience and 40% of my incidents have happened because someone was talking on their cell phone while in flight.

yes you can only send a text message when your in the right elevation. also only when the assistant says its okay because if you have signals when the plane is flying and your sending it at the wrong time the plane could crash!

No. You are not supposed to have your cell phones on while in the air.

You could, but the airlines won't allow it. Text messaging requires that your phone is active.
