Good question. Only Catholics are allowed to marry in a Catholic church. Maybe he went through the rites to become a Catholic (baptism, confirmation, etc) to be able to marry in the church.

She likely had her marriage to Tom Cruise annulled by the church which would leave her free to remarry in the Catholic church if it agrees to her marrying a non-catholic. My brother married his ex-wife in the RC church because she was confirmed and wished to be married there and my brother was and still is a Presbyterian.

Catholics marry non-Catholics in Catholic churches all the time.

The Church, of course, prefers Catholics marry Catholics but allows its members to marry non-Catholics.

just pay the fee, why not charge for services, and forget about the details that the Catholic Church does not allow divorce.
