If you have MS Office installed you would have photo editor with it.
open the pic with photo editor and it would have an option to compress photo for example document/web page etc and would show you the size it would reduce it.
select the one you like and save it under different file name.

Is it .bmp? Open it in something really basic like Microsoft Paint (you have this if you have windows) and save it as .jpg. This is a compressed format and will save a stack of space.
Or set your camera to a lower resolution before you take the photo.
Or do what the first person said. If you have half-decent image editing software, there will be some way to achieve that.
Or (and this is a dirty trick) do this
- open the picture on your screen
- zoom in or out to get it to about the size you want people to see it at on ebay
- push ALT and PRNT SCRN at the same time
- open microsoft paint
- choose Edit -> Paste
- you now have a screenshot. Pick the bit you need out of that, copy it to another file and save it. That will be much smaller.

i just reduce the dimensions. put in in paint, Ctrl+A to select it, grab the lower right hand box and drag it up at an angle until you resize the picture the size you want with the correct proportions.
(Note: paint only undoes the last 3 moves, fyi.) Then it will have a smaller filesize.
You could also reduce the quality, if you have a program that will allow you to choose the quality of a saved image.

open up using paint and select stretch/skew and in both boxes change the values to 50 this will reduce the picture size by 50% then save it

Resize the photo.
Use an image manipulation program like Irfanview. Open the photo in it and choose to resize to like 640x480 then save it.

2mb is quite a large photo, or are you trying to store more than one photo in one file? scanning photos uses a lot of space rather than uploading direct from a camera, try using jpeg for your capture files, it uses less space than , say,bmp etc
