They don't have the mechanism in the back of thier throat for it.Only cats and felines have this...even lions and tigers do...but bears don't oh my lol.

The scientific answer is that their vocal chords are connected differently. But I maintain that my dogs DO purr...when I scratch their bellies or behind their ears or just above their tails. Don't try to tell me that's not purring! ;-)

I had a Shih Tzu named Simon Andrew. He was a chubby one; about 25 pounds. You'd start to pet him on his back or his head and he'd roll over so you'd pet his belly...and he'd purr. Oh, was he a purr-er!

I think its because dogs don't ask for attention and don't get as much attention as cats do, and even when they get it, they expect a treat not a thankyou(purring) such as cats lol
