They must be shut off prior to pushback from the gate. You will be instructed when you can turn them on again, usually at about 10,000 feet. They will also need to be turned off and restowed upon descent, again once you descend to 10,000 feet, your flight crew will advise you when this time has arrived.
As for the poster who stated you can "use them whenever you want", rules are rules for a reason. It is a common misconception that these silly little rules exist just so we flight attendants have something to ***** at you about. Believe me, I'd rather not give a flying flip what you are doing, but electronic devices do and HAVE interfered with aircraft navigational equipment. There are quite a few documented cases. And for the record, it is a federal offense to disobey crew orders.
That being said, the newer electronic products have been so configured that most do not interfere with the nav. equipment any longer. However, until the federal aviation laws change, that's the way it is.

Cell phones must remain off for the duration of the flight. They must be turned off from the time the doors shut until you land at the destination. Other devices, you will be allowed to turn on once you reach a cruising altitude and the captain advises it is safe to turn them on. Whether or not they interfere remains to be seen, but those are the rules.

You know what? The airliners actually have no interference between electonics such as cell phones, laptops, and portable dvd players! It is a "dumb" safety precaution. I really think that you could use them anytime on the flight.

Cell phone- YOU CANNOT USE AT ALL.
Portable DVD player & laptop- YES, just be sure to turn them off when you are asked by the crew.

cell phones can be used at the gate only...
all non -radio electronics and cell-phones with an FAA approved "airplane mode" can be used when a flght attendant says its ok or when the seat-belt sign goes off.

When the plane leaves the gate you must turn them off. When you reach cruising altitude you can turn them back on. Until you are ready to land again.
