Not a picnic for sure!
A walk on the beach, by the river, in a park, up a hill with a great view in the early evening, before sunset.
Watch the stars, the boats, the sunset. You can even watch people strolling through a mall and make up stories about them.
Go to a concert or the fireworks and bring a picnic for two. Sit a bit off from the crowd, but near enough to enjoy, without paying the entrance fee. Bring a few Bounce Dryer sheets to discourage insects. You will be able to leave and get to your care ahead of the crowd.

A picnic (you have to eat); or find a nice place to hike (always much fun); go to the park and ride the swings; play classic board games; make a meal together and then feed each other.

Cook something you already have for dinner... set the table and have a few candles lit... turn off the lights eat dinner with your date by candle light.... then go outside sit down on a blanket and watch the sun go down and then cuddle under the stars for a bit.

Get up real early in the morning, go to a high lookout place, and watch the sunrise. Then go out to breakfast.
