Move the pan to a lower rack in the oven.

And did you set the temperature at the right degrees?
If it is too hot too soon, the outside will cook quicker than the inside.

Are you using metal pans? Try using a silicon cupcake pan. It works very well and I found that it makes the cupcakes just right.

is your oven too hot? try cooking at a slightly lower temperature for longer. following the recipe exactly may not work if you have an old oven.

Temperature too high - (lower temp 25 degrees and cook a little longer).
