Windows passwords are stored in the Security Accounts Manager (SAM) database, not the registry.
While Windows is running, the file is locked to help reduce people attempting to crack the passwords stored inside.

Depends on what passwords you are looking for.
Windows password is not stored in registry.
Some internet related applications store password in registry.
Internet websites passwords are sometimes cached in cookies file.
Other applications encrypt it and store in as a file.
So it depends on which password you're looking for.

Ok, for windows pre NT look for *.pwd doing a search. For NT and WindowsXP it is in the Security Account Manager. So, hopefully tha thelps. The registry plays little to do with the Windows Password.

Various places, depending on what you're looking for. For example, AOL IM stores its saved passwords under :
HKEY_CURRENT_USER > Software > American Online > AOL Instant Messenger > CurrentVersion > Users > (username) > login
It's intuitive. The passwords are encrypted, though I'm not sure by what algorithm.
